Uttar Pradesh State Child Rights Protection Commission was constituted under National Child Rights Act of 2005, section 17 (1) .The Commission’s Mandate is to ensure that all Laws, Policies, Programs, and Administrative Mechanisms are in consonance with the Child Rights perspective as enshrined in the Constitution of India and also the UN Convention. The Child is defined as a person in the 0 to 18 years age group. The responsibility of securing children from abuse and ensuring them opportunities and facilities to develop in a healthy manner in conditions of freedom and dignity is affirmed and cherished policy and goal of the Commission, as also adopted in our Constitution, National Policy and Enactments.
UPSCPCR has launched its flagship event WORK INTEGRATED LEARNING INTERNSHIP Program to get proper knowledge about the schemes started by the State/ Central Government in which 120 students from various Law colleges and Universities have been selected who will be working in different districts of the state from July 6, 2015 to July 24 2015. In following departments-
Health department where description and report collection of Janani Suraksha Yojana, Janani Shishu Suraksha program, National Child Health Program, Primary Health Centre, malnutrition-related places will be done and VNHD details will be studied.
Department of Education’s campaigns like mid-day meal, school dress distribution, government registration of children in school, drop out and their cause, condition of toilets, etc. will be observed.
Labor department study will involve description of the total registered workers ,infant benefit scheme, maternity benefit scheme, student award, biometric cards details given to workers, child labor and rescued children details, details of the children of the workers entering school and to collect details of the anti-trafficking unit.
Skill Development Mission study will involve study of functioning of ITI centers in the state and other skill development center established in the district to develop skills and get knowledge about the ongoing participants and those who have benefited from it.
District Court (Criminal) – will involve study of Juvenile Court, Child Welfare committee, the Special Juvenile Police Unit, District juvenile offenses in juvenile homes their improvements and learn more about them before submitting the report to the Commission.
State Child Rights Protection Commission’s Chairperson Mrs. Juhi Singh stated that the biggest goal is associated with child labor and beggary .The Commission, taking this seriously will collect details of the children begging in the street in accordance the law Interns. Under this study, the Interns will try to figure out the reasons behind this practice, if there is any criminal organization involved or their conditions are such that they are forced for this.
Chief Secretary Uttar Pradesh has given appropriate instructions to the District Magistrates and this Internship programme will be monitored by them.
Uttar Pradesh State Child Rights Protection Commission’s Work Integrated Learning programme has been sponsored by Sapkal Knowledge Hub, Maharashtra under its Corporate Social Responsibility. The Commission will organize such Internship programmes in future also. The Commission will also award the Best intern in the concluding ceremony of Internship and he/she may be sponsored or guided by the commission in his/her Higher Studies in any National College in future.
